The Government of India Act, 1919 provided for the creation of 'Council of States' as a second chamber of the parliament and it actually came into existence in 1921. After independence of India, it was decided to have a bicameral legislature and hence 'Council of States' in its new structure was formed in 1952. On 23 August 1954, it was announced that Council of States will be called as Rajya Sabha in Hindi.
There can be a maximum of 250 members, out of which 238 are elected through members of legislative assemblies of states and two union territories and 12 members are nominated by the President of India. The Vice President of India is ex-offitio chairman of the Rajya Sabha.

Rajya Sabha Seats In Punjab

There are total seven rajya sabha seats in Punjab. Unlike lok sabha or state assembly, these members are not representing an electoral constituency, rather the members from these seats are representatives of the state. According to current list of members from Punjab, three members are from ruling Akali Dal, three members are from Congress party and one seat is represented by BJP.
Strange but true - Rajya Sabha members are representatives of the state assembly and are elected by the state MLAs. But the current Punjab assembly, which was elected in March 2017 for five years till Feb 2022, will not send any members to the Rajya Sabha. This is because Rajya Sabha members are elected for a period of 6 years and all 7 members from Punjab were last elected in April/May 2016. So the next rajya sabha elections in the state will be held in April 2022, but the term of the current state assembly will end before that i.e. in February 2022.

Do you know who is the current Chairman of Rajya Sabha? Venkaiah Naidu, the Vice President of India, is the Chairman of Rajya Sabha. There is an interesting fact that Vice President is not a member of Rajya Sabha or Lok Sabha and not an MLA of any state. If an MLA or MP is elected as Vice President, it is deemed that he has vaccated his seat of MP or MLA when he takes charge of his office as Vice President.
